After nearly a decade of work along one Old Fourth Ward corridor, the last residential piece of City Lights is under construction.
City Lights South is the sixth and final phase of Wingate Capital Associates' master-planned redevelopment of Bedford Pines, the cluster of HUD Section 8 housing along and near Boulevard. It replaces several low-rise residential structures - now razed - at 404 Boulevard NE, near the hundreds of senior and affordable units Wingate has delivered across earlier phases over the past nine years.
The building will hold 159 multifamily units, all reserved for tenants earning 60 percent of Area Median Income or less, according to Invest Atlanta. Projected rents run from $1,325 a month for a 512-square-foot studio up to $2,650 for one of two three-bedroom units at 1,218 square feet. The largest share - 83 apartments - will be two-bedrooms at 933 square feet. A HUD Housing Assistance Payment Contract means residents will not pay more than 30 percent of their income.
The site sits at the northwest corner of Boulevard and Wabash Avenue, about a block north of the former Atlanta Medical Center, where demolition for eventual redevelopment is nearing completion.
The budget has grown. A previously approved total of $59 million has been amended to $72.7 million. Invest Atlanta approved a $73 million lease purchase bond last year as the funding tool for the final phase, with financing from the Urban Residential Finance Authority, PGIM Real Estate, Churchill Stateside Group and US Bank, plus tax credits from the Georgia Department of Community Affairs.
Amenities include a computer lab, fitness center, community room, children's activity center, laundry facilities and an outdoor communal area on the top level of the parking podium. Geheber Lewis Associates handled the designs.
A two-year construction schedule points to a 2028 opening - which would close out a redevelopment that has been reshaping this stretch of Boulevard, one phase at a time, since the late 2010s.
