The slow rebuild of Boulevard as a multifamily housing corridor in Old Fourth Ward is lining up its next significant move.
Plans are coming into focus for developer Wingate Capital Associates' sixth phase of City Lights, the master-planned redevelopment of Bedford Pines — a cluster of Department of Housing and Urban Development Section 8 housing along and near Boulevard.
The new phase, City Lights South, calls for replacing several low-rise residential structures at 404 Boulevard NE beginning next year. The properties sit at the northwest corner of Wabash Avenue and Boulevard, about a block north of the former Atlanta Medical Center, where demolition for an eventual redevelopment is already underway. Plans call for 159 multifamily units on the site.
The work would land beside hundreds of senior and affordable-housing units Wingate has already delivered along the corridor across earlier phases over the past eight years — a stretch of construction long enough that the corridor's character has shifted phase by phase rather than all at once.
Taken together with the Atlanta Medical Center site a block south, the block represents one of the larger concentrations of pending redevelopment on downtown's eastern edge.
