Fulton County's economic development authority has approved an incentive package worth hundreds of millions of dollars for a mixed-use megaproject its backers say could reshape not only downtown but the broader Atlanta region.

The Develop Fulton Board of Directors approved a $223.7 million inducement covering a portion of the first phase of Forge Atlanta, a multi-tower proposal with transit connections. The first phase alone represents a stated $756 million capital investment from Forge Asset Management, an LLC whose majority owner is the tech firm Webstar Technology Group.

Webstar went under contract in July on 10 acres for the Forge Atlanta site, on underutilized downtown land that has defeated several previous development attempts — including a 2023 foreclosure on an earlier vision for the same property.

The unusual feature of the deal is the developer. Urbanize Atlanta describes the applicant as a crypto-backed company with no verifiable development experience, an unusual profile for a project of this scale and for a public incentive of this size.

The approval marks the largest formal public commitment yet to a proposal that has, to date, produced far more renderings than construction on one of downtown's most stubbornly vacant sites.
