In May 2013, Atlanta city officials were considering an addition to the BeltLine that had nothing to do with trails, parks, or transit: fiber-optic cable. The proposal would lay high-speed internet infrastructure along the 22-mile BeltLine corridor — the historic railroad ring that was being transformed into a loop of parks, multi-use trails, and eventually transit connecting 45 neighborhoods around the city. The fiber would deliver speeds up to 100 times faster than typical cable-delivered home service, creating a broadband backbone that could attract the technology companies, digital media firms, and healthcare organizations that Atlanta's economic development officials were courting.

The logic was elegant. The BeltLine was already tearing up ground for trail construction, utility relocation, and infrastructure work. Laying fiber-optic cable alongside the trail — while the trenches were already open — would add broadband capacity at a fraction of the cost of a standalone installation. The corridor connected 45 neighborhoods, crossed multiple commercial districts, and passed through areas that Invest Atlanta, the city's economic development authority, had identified as targets for technology-sector growth.

The Economic Development Argument

Eloisa Klementich, director of business development at Invest Atlanta, saw the fiber-optic infrastructure as a competitive advantage: "The high-speed Internet access will support greater innovation and entrepreneurs." The industries that Atlanta wanted to attract — software development, digital media production, telemedicine, data analytics — required connectivity speeds that standard cable infrastructure could not provide. A fiber-optic backbone along the BeltLine would give businesses in the corridor access to enterprise-grade internet without the cost of private fiber installation.

Klementich emphasized that pricing would be critical. The infrastructure itself was only valuable if the service delivered through it was affordable enough for the startups and small businesses that the BeltLine's commercial districts were designed to incubate. The fiber had to be a public good, not a premium product.

Infrastructure as Vision

The Gigabit BeltLine proposal reflected a broader ambition: that the BeltLine was not just a parks and trails project but a platform for multiple types of infrastructure investment. The original vision — articulated in a 1999 Georgia Tech master's thesis by Ryan Gravel — imagined the corridor as transit, parks, housing, and economic development woven together. Adding fiber-optic internet to that list was consistent with the project's founding philosophy: use the old railroad corridor to build whatever the next version of Atlanta needed.

In 2013, the concept of wiring a trail with gigabit internet was forward-thinking enough to generate attention. A decade later, as remote work transformed where and how people used broadband, the idea of a fiber-optic corridor connecting 45 neighborhoods looked less like innovation and more like common sense that arrived early.
