Needed downtown Atlanta housing begins vertical construction

Across from City Hall, a 10-story project is going vertical with every one of its 218 apartments priced below market rate.

One of downtown's most important construction projects isn't a stadium, a tower, or an entertainment district — it's an apartment building across from City Hall where every single unit will rent below market rate. Trinity Central Flats is now rising at 104 Trinity Avenue SW, at the corner of Trinity and Shirley C. Franklin Boulevard, after going vertical this month.

The numbers: 218 apartments and 7,500 square feet of retail on a 1.3-acre site, in a 10-story brick-and-precast building topping out at 123 feet. Of those units, 193 are reserved for renters earning 50 to 60 percent of the area median income, with the remainder capped at 80 percent AMI. HomeFlex vouchers will support supportive housing, and the developers say no resident will pay more than 30 percent of income toward rent.

The team behind it is a downtown story in itself. Radiant Development Partners is partnered with Capitol Hill Neighborhood Development Corporation — a longstanding ecumenical ministry formed by three downtown churches — selected through a public process back in December 2021. J.M. Wilkerson is building it; SSOE Group designed it.

The amenity list punches above the affordability bracket: an 18,000-square-foot rooftop urban garden, what's billed as Georgia's largest solar array on a multifamily building (projected to cut common-area energy use 30 percent), bike storage with exterior access, a gym, computer lab, and arts-and-crafts room.

Ground broke in fall 2025; the build is expected to take two years, putting opening in late 2027. Next door, Gorman & Company's 15-story, $41.3 million Sanctuary tower is adding more affordable units to the same block — walking distance from South Downtown, Underground Atlanta, and three MARTA stations.

Downtown's revival keeps making headlines with stadiums and entertainment. But weekday-noon foot traffic comes from people who live here — and this corner of Trinity Avenue is quietly building exactly that.
